Revenue Autonomy of Municipal Budgets

The aim of this bachelor's thesis is to determine and to assess the state and development of the level of revenue autonomy of municipalities in the Czech Republic. The topic of the bachelor's thesis is part of the issue of public finances and fiscal decentralization; therefore, the literary research of the thesis is devoted to these terms. With the main goal, this work is devoted to three sub-goals. It concerns the characterization of the revenue, expenditure and balance of the municipalities, the comparison of the autonomous revenue of municipalities Krtov and Pec pod Sněžkou and the preparation of an overview of the autonomous tax revenue of the municipalities in countries, that are members of OECD. For all municipalities in the Czech Republic, rate of revenue decentralization, an indicator of revenue autonomy, an indicator of tax autonomy are calculated, and the development of autonomous revenue of municipalities in the Czech Republic is commented here. For size groups of municipalities, the share of autonomous revenue per inhabitant and the degree of revenue autonomy are compared.
Specifics of municipalities' management in sub-urban areas

Suburbanization is a difficult process, which means a population shift and an activities connected with it from a core cities into a suburban zones. It is a global phenomenon which has impacts on diverse areas such as a geography, sociology and economy. The thesis presents the theoretical basic, particularly the key issues conneced with suburbanization and it decribes the characteristics of the functioning of municipal management in the Czech Republic. The practical part is aimed at finding specifics of municipal management in the suburban areas in the South Bohemian Region. Based on intensity of ongoing suburbanization are compared the groups of municipalities. It is compared six groups of municipalities which are suburban zones 1, 2, 3 and 4, as well as the core cities and the last group is a neutral sample of municipalities. The total number of compared municipalities is 127 and they are analyzed in the period 2010-2018. Data for the practical part were obtained via publicly available databases. This diploma thesis is focused on the economic impacts of suburbanization and specifically on how the revenue and expenditure side of municipal budgets is affected. From the point of view of suburbanization are the most affected the tax revenues and especially the shared taxes where the impacts of suburbanization is the most obvious.
Evaluation of Possibilities of Financing from the European funds in Rural Municipalities of the Protivín area

The main objective of this thesis is an analysis and evaluation of financing of Protivín rural area focusing on the specific use of financial resources from European funds and their place when compiling budgets of municipalities. The practical part of the investigation involves structured interviews with representatives of government, ie. the mayors, councilors and officials. Public opinions regarding the construction of the lookout tower in the village Záboří is verified by questionnaire method. The information obtained is graphically expressed and objectively assessed. The Results of the survey show weaknesses in the way of administering subsidies, which negatively affects the success rate in obtaining finance from European funds. The thesis proposes and recommends specific forms of cooperation improving the management of municipalities and competent officials with regard to the specifics of rural areas and feedback reflecting the views of local residents.
Analýza hospodaření vybrané municipality - Mikulov

The diploma thesis focuses on the analysis of management of selected municipality -- the town of Mikulov, in the time period 2005 -- 2014. For these purposes financial analysis of income, expenditure and balance is selected. Furthermore, there are calculated and evaluated informative and monitoring economic indicators according to the methodology of the Ministry of Finance under which it can be claimed that management of Mikulov is very good. The findings are compared with data of the town Hustopeče. This thesis also includes the identification of factors that affect the current situation of Mikulov and possibilities for the direction of its further development. To improve the current state of the town it is recommended to attract new investors and raise the level of involvement of local inhabitants in the planning process. A new amount of collected local taxes is also suggested to increase municipal revenues.
